United Nations Council Endorses Trump's Gaza Peace Plan

The Security Council has supported measures advanced by Donald Trump for achieving a durable ceasefire in Gaza, including the introduction of an international stabilisation force and a possible route to a independent Palestine.

Unanimous Support with Notable Abstentions

The resolution was passed by a count of thirteen in favor, with China and Russia declining to cast votes. America's representative Mike Waltz addressed the council chamber that it charted “a different path in the region for the conflicting parties and all the residents of the territory alike”.

Compromise Wording on Independence

Incorporation of references to an independent Palestine was the price the US paid for backing from the Arab and Islamic world, who are expected to contribute peacekeepers for the international stabilisation force (ISF).

“Interim measures that we begin today must be carried out in following legal norms and respecting Palestinian self-determination,” Britain's representative stated.

Government Objection Continues

Nevertheless, on the brink of the UN vote, PM the Israeli leader restated his cabinet's strong objection to the establishment of a sovereign Palestine, casting doubt on whether the Israeli government will accept the enactment of the Council-backed plan.

Key Provisions of the Resolution

  • Prompt removal of existing limitations on assistance into the strip
  • Establishment of an international stabilisation force
  • Steps toward restoration and a possible “avenue to Palestinian self-determination and statehood”

Vague Phrasing and Requirements

The inclusion to sovereignty was a compromise addition to an original American proposal which did not mention it. However the wording is ambiguous and dependent, declaring only that once the PA has undergone changes and the reconstruction of the strip is under way, “the conditions may eventually be in readiness for a realistic route to Palestinian independence and nationhood.”

Worldwide Reaction

The phrasing was insufficient of the definite pledge to the creation of a Palestinian state next to Israel desired by Muslim nations, as well as European delegates, but in statements to the chamber after the approval, envoys from those states said they were prepared to accept the compromise in the benefit of prolonging the ongoing cessation of hostilities and immediate measures to assist and secure the 2.2 million Palestinian residents in Gaza.

“We has eventually decided to vote in favour of this document, a resolution that we approve its main goal, namely the continuation of the truce and the establishment of circumstances permitting the Palestinian population to exercise their fundamental rights to independence and statehood,” the Algerian envoy declared.

Execution Hurdles

This measure gives overall oversight authority to a “peace board” headed by Donald Trump, but of unspecified participants. This committee has to update the United Nations but it is not bound by the wishes of the United Nations or by the PA.

It also calls for the formation of a specialized Palestinian group that is expected to manage daily administration of the Gaza and the provision of utilities, but it is far from clear who would participate.

Security Force Authority

The authority of the international stabilisation force empowers it to remove and dissolve fighting factions in Gaza, but it is far from clear that potential participating nations would be willing to confront such groups. None of the states has to date pledged to sending peacekeepers.

Additionally the criteria for modification of Palestinian leadership, the requirement towards progress on independence, have been hazy.

European diplomats said they viewed it as pressing that the identities of the specialized group to distribute aid was determined as quickly as possible.
